Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, June 2, 2014.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. 

City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Anderson Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and none absent. Also present were Assistant Fire Chief Dahm, American Water/EMC Manager Mr. Ferguson, Street & Alley Superintendent Mr. Landers, Safety and Building Officer Mr. Lebegue, and Deputy Police Chief Geriets.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Cub Scout Pack # 111 led The Pledge of Allegiance. 

Public Participation:

There was no public participation. 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the May 19, 2014 Regular City Council Meeting

Petition by Cub Scout Pack 111 to hold a Scout Sweep Event on Saturday, June 7, 2014 from 10:00 a.m. to 12:00 p.m.

Petition for street and alley closures and rerouting of traffic for the First Presbyterian Church Pork BBQ dinner on July 16, 2014 from 4:00 p.m. to 7:00 p.m.

Petition from Relay for Life of Logan County to tie plastic bows on trees and light poles on various streets beginning on July 15, 2014 and continuing through the Relay for Life Event on July 26 & 27, 2014

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

Ordinances and Resolutions

Ordinance # 2014-809 clarifying the Code Hearing Department and creating a Deputy Building and Safety Official position

Alderman Anderson moved to approve and Alderman O’Donohue seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

Ordinance #2014-810 Amending Lincoln Planning Commission Extraterritorial Jurisdiction 1.5 miles outside the City of Lincoln

Alderman Bauer moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council. 

Reports:

There were no reports to come before the City Council

 

New Business/Communications:

Approval of City funding agreement with Main Street Lincoln

Alderman Anderson moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue), zero nays, one abstention (Alderman Tibbs), and none absent; motion carried.

Announcements:

Police Chief Greenslate was absent due to the death of his brother. 

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

The City Council Meeting was adjourned at 7:07 p.m.
