Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, November 26, 2013.

Those present were Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Safety and Building Officer Mr. Lebegue, Assistant Fire Chief Coffey, and Deputy Police Chief Geriets. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs and Alderman Wilmert) and none absent.

Public Participation:

A thank you from the Shay family on the new sign in the Shay parking lot was read.

Tracy Welch, President of Main Street Lincoln was present to update the City Council on the Christmas activities. The Christmas parade will be at 6:30 p.m. on December 5, 2013. There will be music coming from the Courthouse during the Christmas season. Mr. Welch thanked the City Council for their assistance this year.

Civil Service Rules Amendments:

Chairman of the Civil Service Commission Mr. Keith Leesman was present to talk about the Civil Service revision to the Rules and Regulations. The Commissioners have approved the minutes and the Civil Service Commission are asking for the City Council’s approval. Once the Civil Service Commission has the City Council’s approval, the Rules will be published in the newspaper for public comment. City Clerk Mrs. Gehlbach will scan in the previous Rules and Regulations and send out to Aldermen.

Zoning Text Amendment re: Special Use for a private stable use in an R-1 Single Family Residential Zoning District:

Safety and Building Officer Mr. Lebegue discussed the Rolling Prairie Subdivision and the Doolins’ requesting permission to have horses on their property. The Planning Commission had a meeting on November 21, 2013 and the Planning Commission recommended that a Special Use be created with a specific set of rules. The Zoning Board of Appeals approved the height from 18 feet to 28 for the stable.

Mr. Lebegue said the Planning Commission approved the change in the drive thru facilities as requested.

Maurer Stutz contract engineering payouts:

Mayor Snyder said there were three pay orders for observation services, street repair design, and street design by Maurer Stutz. Alderman Carmitchel asked to have this on the Consent Agenda.

Update Acquisition of Lincoln Depot:

Mayor Snyder said the FRA as of November 1, 2013 haw approved to allow the City of Lincoln to move forward with discussion with landowner of the Depot.

Creation of a Request for Expression of Interest for cable alternatives:

Mayor Snyder said Comcast has sent a five page notice of price changes as of January 1, 2014. The City of Lincoln has received price increases every six months for the past 18 months. Mayor Snyder was going to explore further into cable alternatives.

Parameters Ordinance for 2013 G.O. Bond issue:

City Treasurer Mr. Conzo said the first levy is approximately $174,000.00 which is lower than the current bond. This is with Bernadi Securities. This will be on the Agenda for December 2, 2013 and there will be a public hearing held that night.

Police Department promotions for the December 2nd City Council meeting:

Mayor Snyder said there will be promotions for Matt Vhalovich to Sergeant and Miles Craig to Corporal.

Discussion on downtown Christmas Parade, 12/5/13, 5:30 p.m.:

Alderman Tibbs asked about the antique fire truck. Assistant Fire Chief Coffey said he would ask Fire Chief Miller if the antique fire truck is working. Assistant Fire Chief Coffey said there would be a fire truck available for the parade. Alderman Tibbs said the hats and bags are already here at City Hall.

Other Discussion:

Mayor Snyder said he passed out a draft for the Meeting Dates for the 2014. He was asking if the City Council would like to have fewer meetings during the summer.

Announcements:

Mayor Snyder read Alderman Wilmert’s resignation letter as of January 15, 2014. Mayor Snyder thanked Alderman Wilmert for his service and his technical assistance.

Council:                          December 2, 2013 – 7:00 p.m.                          

Committee of Whole:     December 10, 2013 – 7:00 p.m.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 7:57p.m.
