Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, May 18, 2015.

Temporary Chairman Neitzel called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs) and one absent (Alderman Bauer). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, American Water/EMC Mr. Ferguson and Police Chief Greenslate. Also present were City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

Temporary Chairman Neitzel led The Pledge of Allegiance.

Public Participation:

Mrs. Wanda Rohlfs was present to discuss item 9A concerning the TIF grant fund and the façade grant fund. City Administrator Mr. Johnson said the TIF grant and TIF façade grant are separate funds. Mrs. Rohlfs was concerned that there were no guidelines for the façade grant and would prefer the City Council table this item and wait until there are guidelines.

New Business/Communications:

Approval of promotion of Officer Paul Cooper to rank of Corporal

Alderman Cooper moved to approve the promotion of Paul Cooper to the rank of Corporal and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Temporary Chairman Neitzel swore in Corporal Cooper.

Approval of request from Lincoln Area Music Society to place a sign the vacant lot at the corner of Pekin and N. Kickapoo Streets for summer band concerts from June 1 through July 5, 2015

Alderman Horn moved to approve the Consent Agenda removing “line F Approval of Animal Control Contract with Logan County in the amount of $40,192.52” and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki ,Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Ordinance#2015-832 prohibiting the use of groundwater as potable water supply for property located at 602 Woodlawn Road and Approval of Highway Authority Agreement with Premcor Refining Group (tabled May 4, 2015)

Alderman Cooper moved to take off the table and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki ,Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried. Alderman Hoinacki moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki ,Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

City Treasurer Report for April 2015

City Treasurer Annual Pension Report for 2014-2015

City Clerk Mrs. Gehlbach stated that City Treasurer Mr. Conzo had a medical procedure today and was unable to be at the meeting and would give his Regular Report for April and the Annual Pension Report on June 1, 2015.

Approval of the recommendation by the TIF Review Committee to grant request from MMIL Properties, Inc. in an amount not to exceed $18,000.00 in façade work at 515 Broadway Street (tabled on 4/6/15)

Alderman Hoinacki moved to take off the table and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki ,Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried. Alderman Hoinacki moved to approve the recommendation and Alderman Mourning seconded it. Alderman Mourning withdrew his second and Alderman Hoinacki withdraw his motion. Alderman Hoinacki moved to remove from the agenda and Alderman Mourning seconded it. . City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki ,Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Approval of funding Agreement with Logan County Alliance in the amount of $60,504.00 for FY 2015-2016

Alderman Hoinacki moved to approve and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Parrott), one nay (Alderman Tibbs), and one absent (Alderman Bauer); motion carried.

Approval of Amendment #2 to the Local Agency Agreement for preliminary engineering of 5th Street Road Project

Alderman Hoinacki moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Approval of City Attorney contract with Woods & Bates for FY 2015-2016 in the amount of $84,000.00

Approval of Agreement with Iowa-Pacific Holdings for the removal of the railroad cars at the Lincoln Depot

Approval of Amendment #5 for extension of contract with American Water-EMC for the period of May 1, 2015 through April 30, 2019

Alderman Mourning moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Approval of Pay Application #1, including Change Order #1, to Spirtas Wrecking Company in the amount of $23,824.62

Alderman Hoinacki moved to approve and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Approval of replacement hire from the Police and Fire Commission lateral hiring list of Kyle Veech as Police Officer

Alderman Tibbs moved to approve and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Approval of Promotion of Corporal Matt Comstock to the rank of Sergeant

Alderman Cooper moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Executive Session

Alderman Horn moved to go into Executive Session under 5 ILCS 120/2(c) (2) collective bargaining and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. The meeting adjourned to Executive Session at 7:53 p.m.

The meeting returned to regular Session at 8:15 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs) and one absent (Alderman Hoinacki). Also present were City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and Recording Secretary Mrs. Riggs.

City Administrator Mr. Johnson explained that the company that sold the City the recording system came and looked at the system removed the “guts of the machine” to try to fix the problem.

Alderman Tibbs moved to adjourn the meeting and Alderman Hoinacki seconded it. There were seven (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

The City Council Meeting was adjourned at 8:20 p.m.
