Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, May 26, 2015.

Those present were Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs. Also present were Street Department Superintendent Mr. Landers, American Water/EMC Manager Mr. Ferguson, Fire Chief Miller, Building and Safety Officer Mr. Lebegue, and Deputy Police Chief Adams. Also present were City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Temporary Chairman Neitzel called the meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs) and none absent.

Temporary Chairman Alderman Neitzel led the Pledge of Allegiance.

Public Participation:

Ms. Joyce Seeley was present to discuss not being able to hear the televised meeting. Fire Chief Miller said they are waiting on some equipment that will hopefully be here by next week that will help and they are looking into new microphones.

Presentation by Logan County Tourism Bureau

Ms. Maggie McCurtrey was present to discuss the funding agreement. She is currently working toward getting brochures (dining guide and Visitor’s guide) throughout the State. The Tourism Bureau is working on getting grants. The office will be open on weekends starting in June. The weekend of the Route 66 Garage Sale the office will be open from 6:45 a.m. to 1:00 p.m. on Saturday and Sunday and they will be staffed by salary employees. Ms. McCurtrey said they also have completed everything to be a 501(c) (3) and are just waiting on the paperwork to come back.

Alderman Hoinacki asked to have the funding agreement on the agenda for Monday, June 1, 2015.

                                                      

Façade Grant Program Revisions:

City Administrator Mr. Johnson recommended the approval of the suggested language to give no more than $10,000.00 to amend the current TIF grant program. Alderman Hoinacki felt that if someone was delinquent on city services or water, etc. then the grant will not be allowed.

It was agreed to place this on the regular agenda for Monday, June 1, 2015.

Contract with Crawford, Murphy, and Tilly for 5th Street Right-of-Way Acquisition Services:

City Administrator Mr. Johnson recommended to the City Council to give him the authority to sign the agreement with Crawford, Murphy, and Tilly in the amount of $213,780.00.

It was agreed to put the Contract on the agenda for Monday, June 1, 2015.

Proposal for New Street Facility Professional Services – Farnsworth Group:

City Administrator Mr. Johnson to approve the proposal with the Farnsworth Group and authorize the City Attorney and City Administrator to begin reviewing language for a contract.

Everyone agreed to place this on the agenda for Monday, June 1, 2015.

Final Change Order – Stark Construction – Pulaski Street Project:

City Administrator Mr. Johnson asked to approve the final pay application and change order to Stark Construction in the amount of $165,048.51. Mr. Ferguson was happy with that amount and felt this amount should be paid and it would be the final payment.

It was agreed to place this on the agenda for Monday, June 1, 2015.

Proposed Collective Bargaining Agreement with International Union Operating Engineers:

City Administrator Mr. Johnson said the only items that were discussed with the Street Department for collective bargaining were the following: salaries, insurance, increase in clothing reimbursement, and Assistant Street Superintendent receiving an additional $150.00 per month.

It was agreed to place this on the agenda on Monday, June 1, 2015.                                                                                  

Ordinance : Amending Provisions of Class D Liquor Licenses

City Administrator Mr. Johnson said the City of Lincoln currently has one class D license which is not currently in use. A request has been made to change the liquor license to allow on and off premises consumption of craft beer, wine and craft spirits.

It was agreed to place this on the agenda for Monday, June 1, 2015.

Site Plan Approval – Ardagh Glass Parking Lot in Residential Area:

Mr. Lebegue said the Planning Commission unanimously approved the request for the parking lot in a residential area. A screening fence will be placed at the rear of the property for the neighboring homes to be a buffer. This will be a much safer parking area which will come off North Logan Street. There is no sidewalk in that area and the Planning Commission decided to send to the City Council for their review. He sent out information about the parking lots to the local residents and did not hear back from anyone.

This will be placed on the agenda for Monday, June 1, 2015.

Request to Permit Temporary Traffic Configuration – First Presbyterian Church:

City Administrator Mr. Johnson received a request by the First Presbyterian Church for one way traffic southbound toward Broadway in the alley behind Lincoln Junior High School eastbound between Ottawa and Kankakee. This will be on June 15, 2015 from 4:00 p.m. to 7:00 p.m.

Alderman Tibbs requested this to be placed on the Agenda for Monday, June 1, 2015.

Selection of Mayor by City Council to be discussed at June 1st Council Meeting:

This will be placed on the Agenda for Monday, June 1, 2015.

Other Discussion:

A request by the Lincoln VFW to permit to use the Postville Park for booth space for vendors and attached their certificate of service. This will be placed on the Consent Agenda for Monday, June 1, 2015.

  1. City Court Hearings begin June 15 – Mr. Lebegue said this will be a streamlined process once it is up and running.
  1. Presentation of Elementary School Arbor Day Poster Winners at June 1st Council Meeting – this will be placed on the agenda for Monday, June 1, 2015.

Area Council for Aging has scheduled public hearing at Christian County Senior Center (June 9), Gillespie Public Library (June 10), and Area Council for Aging in Springfield (June 11). This is for the 2016-2018 area plan.

Alderman Mourning said concussions are rampant in any sport. There will be free screenings for concussions for children ages 10 and up and hope to test all ages. If a concussion is found there will be a recheck for the status of the concussion. This is through the Hospital Foundation. Everything is free of charge.

Possible Executive Session:            

There was no Executive Session.

Committee of Whole:     Tuesday, June 9, 2015 – 7:00 p.m.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Horn seconded it. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and none absent; motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:10 p.m.
