Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, January 14, 2014.

Those present were Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert. Also present were Assistant Street Superintendent Mr. Wright, Safety and Building Officer Mr. Lebegue, Fire Chief Miller, American Water/EMC Mgr. Mr. Ferguson, Public Works Director Mr. Lakhani, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:35 p.m. There were six Aldermen present (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) and two absent (Alderman Carmitchel and Alderman Tibbs).

Public Participation:

There was no public participation.

Enterprise Zone Revisions:

Mr. Steve McClure, Economic Development Consultant was retained by Central Illinois Ag in Atlanta, Illinois. This will bring more employees and will expand by approximately 300ths of a square mile.

Mayor Snyder was given a copy of the Intergovernmental Agreement.

Mr. McClure said that large changes are coming to the Enterprise Zone and it is a very complicated but Lincoln’s doesn’t expire until 2017 and will be able to sit back and see what the others are doing.  

Mr. McClure said that Central Illinois Ag was looking to begin the work in the spring. City Attorney Mr. Bates has approved the Agreement.  

Draft Investment Policy:

Ms. McLaughlin said a draft of the investment policy was distributed in late December and had been revised three times. This is to enable the City to get better rates on investments. Alderman Anderson thought it was long overdue. This was placed on the agenda for January 21, 2014.

Prairie Engineers Work Order #14 – Sewer Inventory for LTCP:

Ms. McLaughlin said this was for the first Ward for their sewer inventory. This is collecting the data in order to do the work. There is a cost associated with the deadline. The EPA is pushing the City to get this done and the City will have to pay a little more money.

Mr. Ferguson was hoping to get the drains shot. Ms. McLaughlin said both of the billings should be in the next fiscal year.

This was placed on the January 21, 2014 agenda.

 

Madison St sewer lining bid request:

Ms. McLaughlin said Mr. Ferguson is dealing with a property on Madison Street that has tree root growth in sewer. There will be two sections of the street that will be done. Mr. Ferguson requested going out for bids. This was placed on the Agenda for January 21, 2014.

Fire Inspector replacement:

Fire Chief Miller said inspector Phil Uphoff left the department in July. His choice for inspector would be firefighter Chad Kern.

Other Discussion:

Fire Chief Miller had a handout for everyone which was the Resolution of Adoption of the (Logan County) Multi-Jurisdictional Natural Hazards Mitigation Plan. This came about after seeing the results from the tornado event at Washington, Illinois. It is a five year plan. Each year on the anniversary date they can add plans to it and after five years the plan can be revamped. This item will be placed on Consent Agenda for January 21, 2014.

Mayor Snyder said there was a filming crew coming to Lincoln to film on January 21, 2014 and they will be filming again in February. They will be working downtown and at the airport. Most of the work would be during the night. There were no issues.

Mayor Snyder said they are working on the RFP for the Third Street garage. There are ongoing discussions with the utility companies.

Alderman Horn asked if the city had a policy to give preference to local businesses. Ms. McLaughlin was not aware of any. The Council was interested in looking into giving preference to local businesses.

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(1) personal and 5 ILCS 120/2(c)(11) probable or possible or imminent litigation and Alderman O’Donohue seconded it. City Clerk Mrs. Gehlbach called the roll call. . There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) zero nays, and two absent (Alderman Carmitchel and Alderman Tibbs); motion carried. The meeting adjourned to Executive Session at 8:07 p.m.

The meeting returned to regular Session at 8:36 p.m. City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) and two absent (Alderman Carmitchel and Alderman Tibbs). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

Alderman Wilmert made a motion to adjourn the meeting and Alderman Anderson seconded it. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) zero nays, and two absent (Alderman Carmitchel and Alderman Tibbs); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:37 p.m.
