Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, March 25, 2014.

Those present were Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs. Also present were Street Superintendent Mr. Landers, Safety and Building Officer Mr. Lebegue, Fire Chief Miller, American Water/EMC Mgr. Mr. Ferguson, and Police Chief Greenslate. Also present were City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:12 p.m. City Clerk Mrs. Gehlbach called the roll call. There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one seat vacant, and none absent.

Public Participation:

There was no public participation.

Alpha Omega Transit taxicab license request:

They have a five county radius that they are currently serve and have been picking up people in Logan County to take them to medical appointments which sometimes takes them out of Logan County. They would like to have a taxicab license to provide an extra service to the City of Lincoln.

Recreational fire code amendment:

Fire Chief Miller said the Ordinance addresses the need to reduce the ring size, have written information regarding bonfires (have a crew standing by), and is to address keeping the fires from getting out of control. The recreational fires need to contact the Fire Department which includes the clay pottery chimney and the small ones you buy at the store.

Mayor Snyder asked if firewood is defined anywhere. Fire Chief Miller said hickory and oak wood would be acceptable. Alderman Hoinacki and Alderman Bauer felt that the time for bonfires should be extended to midnight.

Fire Chief Miller said the fine is $25.00 for breaking any of the fire codes. Mayor Snyder said Fire Chief Miller will work this out and then bring it back to the City Council on April 15, 2014.

Sludge removal bid waiver:

Mr. Ferguson said when a storm event happens the storm sewers get things such as bottles, garbage, trash etc. Last September there was an EPA bi-annual review. They have a price of approximately $46,000.00 to correct this issue. He asked the City of Lincoln City Council to allow them to waive the bid process.

Alderman Anderson would like to do this in the current fiscal year. This will be placed on the Consent Agenda for April 7, 2014.

5th Street road acquisition agreement:

Ms. McLaughlin said this is the right of way purchasing.

Mr. Forgy said they don’t know what the appraisals will be but they have $825,000.00. They are hoping to break ground in 2016. It will take approximately 18 months to secure the property.   Pending any revisions it should be approved.

Mayor Snyder said to put it on the Agenda for April 7, 2014.

Historic Preservation Ordinance amendments:

Mr. Lebegue handed out a Memorandum laying out the proposed amendments. This would require minimum of three members but all members would be invited. The Commission was in favor of this when he presented this to them at their last meeting. This will not tie the Historic Preservation Commission to a number of days that this has to be acted on. He also wanted to include fees and penalties.

Everyone agreed to draft this into Ordinance form and will be placed on the Regular Agenda for April 7, 2014.

Renaming Primm Road to Railer Way:

Mayor Snyder said basketball team and school had a phenomenal year this past year. It will take an Ordinance to change Primm Road to Railer Way and the City will notify the property owners with their old addresses being good for a year. Everyone agreed to proceed.

ICSC Report:

Mayor Snyder said he went to an idea exchange workshop. Food chains are going for higher quality real estate. He brought home a business resource pamphlet. He also had a pamphlet from Retail Strategies, which does the analytical and the coaching process. He will invite Chip to the April 15, 2014 workshop meeting.

Other Discussion:

Alderman Bauer felt a conversation needed to be had with the residents at Friendship Manor about the change of address. Mayor Snyder said they do need to talk with them. Fire Chief Miller said the drive could be Primm Road for Friendship Manor.

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(1) personnel and 5 ILCS 120/2(c)(5) sale of real estate and purchase of real estate and 5 ILCS 120/2(c)(6) and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) zero nays, one seat vacant and none absent; motion carried. The meeting adjourned to Executive Session at 8:15 p.m.

The meeting returned to regular Session at 8:43 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one seat vacant, and none absent. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Bill Bates, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Tibbs seconded it. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) zero nays, one seat vacant and none absent; motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:44 p.m.
