The Regular Meeting of the City Councilof Lincoln was called to order by Mayor Seth Goodman at 7:01 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Public Comment:

Mayor Goodman called upon citizens registered to speak, Mr. Bob Kidd came forward, recognizing he is no longer a citizen of Lincoln, but that he supports the hiring of a City Administrator. He said there is an $18 million dollar budget.

He said it would be best to find a local person, someone young enough who would be around a while.He said he thinks the city, with the size of Lincoln needs someone looking over everything on a daily basis - someone who does not have to provide for a family or run a business.He said he understands that if the council does not agree with him it is not because they did not listen to him, but that he did not convince them.

Public Comment:

Mrs. Wanda Lee Rohlfs came forward to discuss the fa1;tade grant. She wanted to cover a few things regarding the Tax Increment Financing (TIF) Grant. She said there are some comments circulating around the

community that to her are not correct ideas about thefade grant or even about the TIF funding. She wanted to ensure everyone is on the same page.

She said it is not clear to some about the payments that are being made about property taxes, of those who have commercial buildings within the TIF district. Some pepple think it is all property taxes that go to the TIF District. She said as of right now, it is the property owners of the downtown district, that have not opted out of paying toward these taxes. "Correct."

She touched on the bond amount, and the amount of the bond principal is $95,000. She asked Treasurer Chuck Conze to let her know if her figures were off. The amount of the bond interest is $81,676. She said part of it is paid in June and December. June 1 and December 1 are the due dates.

She said according to the budget, $135,035 will come from the property taxes from those building owners that are not exempt from the TIF District. So the property tax is on the building owners in downtown.

She said the difference is $41,640 and this will come from the General Revenue Fund (GRF). Treasurer Chuck Conze said, "Yes." The transfers are made as needed. The amount she sighted is an estimate, and the council will not know until the tax statements come in.

She said the baseline is another concept that is hard for some to understand. There was a baseline established in 2012, so it was above that baseline.

Treasurer Conzo said you can look at the tax assessor's office and see a pie chart and what percentage of your taxes are going to the TIF. She said, but any resident can go to that site and look that up? He said, "They can look up every parcel in the county."

She said we have that $41,640. He said he always tries to project these things "Low, so we may be presently surprised to see that it's larger." He tries to project it at a reasonable amount, but is not optimistic. He said it could very well be more.

She asked, so the $176,676 portion of that being paid by the Telecommunications Tax could be lower than the

$41,640?

And that you will not know? Until the tax bills come out, he said. He said he does not think it will be more. She said I heard they were on time this year.

She said the $20,000 that will be granted to people will be $20,000 for this year, and over the next 16 years it will be $320,000. She said at some point the business owners downtown would be at a point where they are paying the entire TIF payments, which was what it was originally intended to do. It would make more money, and that money would go into the TIF Fund.And a lot of people could get money at that point.

She said she is all for the TIF Grants, they are extremely important to our community and the businesses downtown, but it does create an additional burden when that money does have to come out of the GRF to help pay, as the money could be used to pay for better projects such as city streets.

She said the utility tax is scheduled - it was an imposed tax on the Citizens of Lincoln. The extra money for trash pickup, the new sewer mandate is there, the bonds and loan are there. She said this is a burden, and the city has probably been hit by this quite a bit. She said the TIF Fund is a mandate and it will be coming out of the GRF and it is money that could be used for other things.

Alderman Hoefle said this is one of the few things that generates economic development. Every time we get someone like the Drews . . . he said this generates more tax dollars and this hopefully generates greaters sales which are more tax dollars. He said this is one of the opportunities that you kind of get a return on investment. He said if we get 10 people in here, I'd work to get a faade grant for all of them. He said it is a good sign for the city.

Mrs. Rohlfs said, "thank you."

Public Comment:

Mrs. Leslie Hoefle came forward next. She said she was here to recap the intent of the Welcome Garden. She said the idea was born out of the Pride Movement. She saw an iron sculpture and then took a business owner to see iron sculptures. She approached the Logan County Tourism Bureau to ask them to set aside money under the Pride Initiative, to solicit donate for Lincoln Pride Initiative projects.The account would be for the Welcome Garden and others initiatives.

From there she approached the council.Solicitation for donations had already been made. She mentioned the whole intent of the garden is to attract people to stop, rather than drive through Lincoln. She said the Welcome Garden allows people to get out of their cars for photo opportunities. The design would be a salute to the county's farming heritage.

She calledit a passive economic development opportunity. She said as far as extra work for City of Lincoln Police, it is just a lot and is viewable from three sides. She said everyone needs to capitalize on the Pride

Initiative started by Mr. Scott Turner. She said if this vote goes through,the Tourism Board is going to promote the donor opportunity.

Mayor Goodman called for further discussion, there being none, he moved to the Consent Agenda .

Ordinance and Resolution:Ordinance amending the billing and penalty provisions for Waste Hauling and Sewerage Service within the City of Lincoln:

A motion was made by Alderman Hoefle, seconded by Alderwoman Bauer to approve. Mayor Goodman called for discussion, Alderman Hoefle asked if City Clerk Peggy Bateman wanted to give a brief explanation.

She said this is based off of going from a quarterly to monthly billing cycle. This outlined the penalties of how sewer billing would work. Trash will not have a late penalty fee, unless a resident is 60 days late, with nothing paid-then their trash will be stopped and Building and Zoning with be notified.They will submit a letter stating an ordinance violation of the trash.There being no further discussion, Mayor Goodman requested City Clerk Bateman call roll.

A motion was made by Alderman Welch, seconded by Alderman Fleshman to approve. Mayor Goodman called on Streets Superintendent Walt Landers.

Mr. Landers reminded the council that the video equipment is outdated and obsolete. He said two cameras are not currently functioning at all. He saidit can no longe'r be repaired,and components for the system are no longer available. He saidit is something that desperately needs to be taken care of.

Alderman Parrott asked about a reimbursement. Mr. Landers said it would be 75 percent. He said at some point the city should see the 75 percent reimbursement from Illinois Department of Transportation (IDOT).

A motion was made by Aldennan Parrott, seconded by Alderman Hoefle to approve. Mayor Goodman turned to Police Chief Paul Adams.

Chief Adams said one bid the city received was from JC Dillon, another was higher -at $39,000. They did not put in a rebid on it. They had allotted around $39,000 for this work.

Alderman Fleshman asked about additional site work that will need to be done with the sewer and water. Chief Adams said that is correct, the site work is pretty much done at this point, but touch ups need to be done to level it out. He said the concrete contract will do the final adjustments as necessary. He said JC Dillion, as part of their bid will excavate as needed.

Chief Adams said three bids came in for this, he said initially $20,000 was budgeted - he said the city is

$27,000 over, but with the savings from the plumbing and concrete - the city is still $29,000 under budget ­ making it net $2,000. Plus the city is way under the May project.

Alderman Fleshman asked if there was a possible lighting reimbursement. Chief Adams said the city will get

$785 from Ameren Illinois for using LED lighting. Mayor Goodman called for discussion, there being none, City Clerk Bateman called roll.

Reports:

  1. City Treasurer Report for April,2018

Treasurer Chuck Conzo said the balance looks good in this year's budget. He said in past years he has issued revised reports, but that this year, the city may not need to issue a revised report. He said the Chiefs and Superintendents have worked hard to get their bills in to the Assistant City Clerk. He said checks should be

issued tomorrow, Tuesday, May 22. He said he wanted to thank the City Clerk and the Assistant City Clerk as well as the superintendents. He said great job getting this in to us so we could get this done.

He said that the GRF balance will go down some.You see the balance in other accounts for the previous two months reflect that. He said there is still money in there through the issuance of bonds for the police station and this will be finalized within the next couple of months.

He said receipts are listed at the bottom of the page, looking at three of those, one is the Municipal Sales Tax and the State Use Tax, combined on this report is $20,000 higher than it was a year ago. That include the state taking 2 percent out. He said this is a good indicator of some economic growth.

The Non-Home Rule Sales Tax - generally will follow the same trend as the Municipal Sales Tax. The Video Gaming Tax was hiring than usual,but that should be for through March, not through April. He said it is

$25,459. He said it is really self-explanatory.

  1. City Clerks Report for April,2018

City Clerk Peggy Bateman said sewer receipts, collected for the month of April was $285,578.75.The city did receive some money from prisons.She said the prisons are still stretching the six month thing.

New Business/Communications:

  1. A. Approval of Lease Agreement with Logan County Tourism Bureau for use of the City lot at the corner of Kickapoo and PekinStreets for use as a Welcome Park

A motion was made by Alderman Hoinacki, seconded by Alderman Welch to approve. Mayor Goodman called for discussion.

Alderwoman Bauer wanted to know if this lease is similar to the lease agreement that the city currently has with The Lincoln FC soccer fields. Attorney Blinn Bates saidit is similar to the agreement with Lincoln FC, he worked from the original agreement from Lincoln FC.She just wanted to confirm this - that this would have a similar impact - Mr. Bates said, "right."

She asked if this was a similar agreement given the fact that the property was not bid out to other entities to use. She said people said other people might have come to the city for the same agreement or a similar agreement -for purposes that would impact the city.

Alderman Keller said this was passed onto him ...regarding this particular piece of property, he said that the constituent that asked if this was covered under the 2015 Revitalization and Redevelopment Plan that the city had adopted at that time - is the city no longer wishing to look at the plan and use it?

Alderwoman Bauer said her only response to that is that it was a plan. She said anything within the plan were and are and could be subject to amendment. She discussed alley usage and lack thereof, sidewalk

improvements, parking structures or lots all of these things in the plan - were all intended for a plan or as a

plan.She said in theory if this plan ever comes back into execution it would have to be revisited at this point anyway. She said the other thing that was brought up to her was parking, the city potentially has use of the area where the recycling bins once sat. She said that might be at the city's discrepancy.She said there may be some ways to add parking downtown as a city initiative. She said it was a plan, a working document plan, but nothing more than that. Alderwoman Bauer wanted to know if tourism or this group has seen and reviewed the terms of the lease agreement and are willing to sign it. She said so then do we need to make changes to this - to say approval of lease agreement, "as written?"

City Attorney Blinn Bates said you could approve it as-is. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.

A motion was made by Alderman Hoefle, seconded by Alderwoman Browne to approve.

Fire Chief Mark Miller said this position is actually a newly created positon, in addition to current staffing as explained during the over time process - there are high numbers in overtime costs ...it will be good to get a fresh body in there to give the guys a little bit of a break. Mayor Goodman called for discussion, there being none, City Clerk Bateman called roll.

Mayor Goodman turned to City Attorney Blinn Bates for the swearing in of newly voted upon officials. City Attorney Blinn Bates started with Police Chief Paul Adams.

Police Chief Paul Adams was sworn in to faithfully serve and discharge the duties of the Office of Police Chief to the best of his ability.

Fire Chief Mark Miller was sworn in to faithfully serve and discharge the duties of the Office of Fire Chief to the best of his ability.

Streets Superintendent Walt Landers was sworn in to faithfully serve and discharge the duties of the Office of Streets Superintendent to the best of his ability.

Building and Safety Officer Wes Woodhall was sworn in to faithfully serve and discharge the duties of the Office of the Building and Safety Official to the best of his ability.

  1. FY 18-19 pay increases for non-union city employees per approved budget effective May 1,2018: A motion was made by Alderman Hoefle seconded by Alderwoman Bauer to approve.

Treasurer Conzo said this was provided in the budget, the council had talked about it at great lengths - three percent increases for the chiefs, 2.75 percent increases for the personnel in the City Clerk's Office as well as the Assistant Building and Zoning Officer, and the Administrative Assistant to the Police Chief. Part-time employees will move to $10.25 per hour. Mayor Goodman called for discussion, there being none, City Clerk Bateman called roll.

  1. City Administrator: 
  2. Mayor Goodman said as for the City Administrator position - there are no votes on this, this is a mayoral appointment that would be made by him, but that at this time there is no vote to be made. So there is no vote on the City Administrator.

Announcements:

Mayor Goodman asked if anyone had any announcements.

    • Alderman Hoefle said Mr. Scott Turner put together a good program last weekend, he said Mr. Walt Landers did a great job, and there was a lot of planting going on. He said it is inspirational to see this going on. He said three to four kids showed up and helped.
    • Alderwoman Bauer said people are probably wondering about Dock DogsĀ® - she said as of today there are 22 dogs signed up to participate. Advertisements are going out from radio and television spots. She said it is happening, as people are signing up their dogs. She said there are close to 40 BBQ teams coming, and the Oasis craft fair has over 50 vendors. The event will be June 1 and 2, in Downtown Lincoln. She said there will be a 5k Race on Saturday with a home brew competition and VIP tastings. Wine has been added to the craft beer selection. There will be bands, both evenings starting at 6 p.m. Mr. Walt Landers said there is an amateur entry for local dogs, it does not matter the breed or the size.

Public Comment:

    • Mr. Kevin Bateman stood from the audience and said on Friday night, there is a steak cook-off. He said you can cook it anyway, you just go on the website to sign up. Anyone can enter. Websites: lincolnbbq.com and pigsandswigs.com

    • Alderman Welch wanted to remind everyone about 3rc1 Fridays Downtown Lincoln. Flyers will be distributed downtown.The group is still looking for volunteers and sponsors.
    • Alderman Parrott wanted to know if there was any information on Memorial Day activities happening around the City of Lincoln. Fire Chief Mark Miller said he received an invite for one event at the American Legion. He later clarified it was a Flag Day event slated for June 14.
    • Mayor Goodman said there is a ribbon cutting at CEFCU on Friday at 9 a.m.
    • Another ribbon cutting will take place at the new Heartland Community College building.
    • Alderwoman Bauer said The ALMH Market will be back on this Saturday, you can get your blood pressure checked onsite.

There being no further discussion to come before the City Council of Lincoln, Alderman Hoefle motioned to adjourn, seconded by Alderwoman Browne. Mayor Goodman adjourned the meeting at 7:58 p.m.
