The Regular Meeting of the City Council of Lincoln was called to order by Mayor Seth Goodman at 7:02 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Public Participation:

Mayor Goodman called upon citizens registered to speak, there being none, he moved to the Swearing in of new Lincoln City Firefighter, James Cosby.

Swearing in of new lincoln City Firefighter James Cosby:

Mayor Goodman turned things over to City Attorney Blinn Bates and invited new Lincoln City Firefighter, James Cosby to the front of the chamber to be sworn in.Fire Chief Mark Miller introduced Mr. James Cosby who he said was number one on their new hire list. Mr. Cosby served on the Illinois National Guard and is a National Paramedic. He will be sent to the fire academy in spring 2019, where he will be certified as a firefighter through the State of Illinois.

Mr. James Cosby swore he would support the Constitution of the United States and the Constitution of the State of Illinois.

  1. Request from James Cosby to permit the closing of the 200 block of Pekin Street for a Block party on Saturday, July 14, 2018from 2-10 p.m.
  1. Request from the First Presbyterian Church to permit the reconfiguration of traffic on various streets and alleys for the 39th Annual BBQ on Wednesday, July 18, 2018 from 4-7 p.m.
  1. E. Request from Open Arms Christian Fellowship to permit the use of a portion on the Don Shay Par.king Lot for a "3 on 3 Basketball Tournament" on Saturday, July 28, 2018 from 6 a.m. to 5p.m.

A motionwas made by Alderwoman Bauer, seconded by Alderman Hoefle; to approve the item.Mayor Goodman called for discussion,there being none, City Clerk Peggy Bateman called roll.

Ordinance and Resolution:

Resolution #2018-364 changing name of designated signer for annuities payable to the Lincoln Firefighters Pension Board

A motion was made by Alderman Welch, seconded by Alderman Parrott, to approve the item. Alderman Hoefle asked the council if they would like the city treasurer to share thoughts on thisitem.Treasurer Chuck Conzo said this pertains to annuities in thefirefighter pension fund. Former City Treasurer Les Plotner's name is still

listed as the official designated signer onthe documents. This needs to be changed, so Treasurer Chuck Conzo can sign needed documentation. This is the purpose of this resolution. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.

New Business/Communications:

  1. A. Approval of contract with Crawford, Murphy and Tilly (CMT) to develop and submit RFP for replacement of lift station alarm in an amount not to exceed $6,ooo

A motion was made by Alderwoman Bauer seconded, by Alderman Fleshman;to approve the item. Mayor Goodman read an email submitted by Waste Water and Treatment Manager Tim Ferguson.This will be to have CMT supply a plan sheet. This will be to replace the constantly failing phone system that the city currently has in place. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.

B. Approval of design contract with Crawford, Murphy and Tilly (CMT) for Sewer Treatment Plant CSO upgrade inan amount not to exceed $t,050,ooo

A motion was made by Alderwoman Bauer, seconded by Alderman Welch; to approve the item. Mayor Goodman read an email submitted by Waste Water and Treatment Manager Tim Ferguson. This is for Phase 2 of sewer upgrades approved by the Illinois Environmental Protection Agency. The bid would go out sometime

in 2019 with a fall construction start.

Alderwoman Bauer wanted to specify that the amount listed ($1,050,000) is a not to exceed amount, she said the councilhas been communicated with effectively that the bids would likely not reach this amount, but this is the largest amount listed in the budget for the council to approve. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.

Announcements :

Mayor Goodman asked if anyone had any announcements.

  • Alderwoman Bauer wanted to share that there were a significant amount of people who put in a good amount of time and effort to make Pigs and Swigs a success. The event was very well attended and the committee received a variety of positive feedback.
    • Alderman Hoefle wanted to remind everyone about the Route 66 Garage Sale that is happening next weekend, June 8.
  • City Clerk Peggy Bateman spoke to the new join sewer/trash bills went out last week. She talked about customers who might have credits, she said her office shared letters with customers.Customers who need more clarification to read their bill can contact City Hall. Clerk Bateman is looking into software improvements or changes relating to past credits. For customers who paid Area Disposal a year in advance, the company should be sending reimbursements to those who have prepaid. Customers should contact Area Disposal directly.
  • Alderwoman Bauer said she received her trash/sewer bill today, she said if you read the top, the $72 is still the last three months of the sewer, the city had to play catch up so all customers will be paid sewer all at the same time. Alderman Welch wanted to clarify that there were no new sewer fees tacked on. From his perspective as an Alderman, he urged confused customers to contact the City Clerk's office, but asked people to be nice and courteous. He said the City Clerk's office is following the direction of the Lincoln City Council. He said there is a logical explanation for how the billing is laid out.
  • Streets Superintendent Walt Landers wanted to share that next week is the start of citywide trash pickup. He recommended that people set out theirjunk items sometime this weekend to ensure their trash is available for pickup next week. He urged citizens to follow the rules. Alderwoman Bauer said this information is included in the sewer/trash bill, on the back of the yellow sheet.
  • Alderman Welch asked Treasurer Conze to briefly explain what the passage of the Illinois State Budget means for the City of Lincoln. Treasurer Conze said a memo from the Illinois Municipal League speaks to sales tax revenues, there will be a reduction to five percent, down from 10 percent. Plus, the city has been paying two percent of their sales tax. That will be reduced from two percent to one point five percent. The Personal Property Replacement Tax (PPRT) also came up, he shared there will be a reduction to this percentage. He also shared that the Marketplace Fairness Act was passed in Illinois and allows for the collection of state sales tax for out of state retailers.
    • Home of the Month nominations were submitted to Mayor Goodman, he read off a list of nominees. Anna Maxwell's name was drawn as the June winner for the Home of the Month.

There being no further discussion to come before the City Council of Lincoln, Alderman Hoefle motioned to adjourn,seconded by Alderman Welch. Mayor Goodman adjourned the meeting at 7:27 p.m.
