COMMITfEE OF THE WHOLE MEETING

The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Seth Goodman at 7:01 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Public Participation:

Mayor Goodman called upon citizens registered to speak. Mr. Chris Graue came forward to discuss the results of the recent Pigs and Swigs and DockDogs® events that took place in downtown Lincoln. He wanted to thank the City Council of Lincoln, he said he had heard from eventgoers that DockDogs was a pretty big hit, but a little slow on Friday.He said there was a competing event happening that same day. He wanted to know if there were any concerns that needed to be addressed. He discussed the advertising that was done in advance. He said a number of out of town people came to watch.

Alderman Hoefle asked Mr. Graue if he had canvased the downtown businesses to see how well they performed over the course of the weekend. Mr. Graue said he hadn't spoken to anyone, he said it's a situation they may have to deal with every year, however, he said over the grand scheme of things to have that many people downtown ...he thenestimated that there were 8,000-10,000 people in attendance over the course of both nights. He said itis really hard to estimate this though. He thanked

everyone for their support again. He said he appreciated the help. He said he sure hoped they could bring the event back next year.

There being no further public participation, Mayor Goodman moved down to other agenda items.

Discussion regarding Ameren Illinois presentation on Energy Savings Program: Alderman Hoefle opened discussion, he said Ameren Illinois will do about a 10 minute presentation for the benefit of the citizens. It's an opportunity for people to reach out to the company, so they can learn how they can save money, become more energy efficient etc.

Logan Comity Show Bus would liketo place a12X18 printed decal with phone number either mounted on wall or pole inlandscape at Lincoln Depot for Bus Stop:

Alderwoman Bauer opened discussion sharing that the building is an historic building-so she wanted to know about placement of the signage.

Building and Safety Officer Wes Woodhall said he and Streets Superintendent Walt Landers were not concerned about not having the sign on the building. Streets Superintendent Walt Landers said there is a sign through Community Action Partnership of Central Illinois (CAPCIL) and the city could place the

sign on that existing post

Alderwoman Bauer said it looked like their intention was to put it through the circle drive area, which might require a new post. She said the CAPCIL sign is not in the location the group wanted it in.

Public Comment: Mr. Kevin Bateman stood up, he said CAPCIL is no longer running the flex route so the signis no longer needed, and he said this sign could replace the obsolete sign.He said he witnessed foot traffic and bel evesit is a goodlocation.

Alderman Welch said he was glad Mr. Woodhall and Mr. Landers brought up the existing pole, because that was going to be his recommendation. He said this is really like a step one and that the intention is that the people who do come in through the breezeway and wait station-it is a great opportunity to get a poster or a map of some sort that shows routes, hours of operation, and/or contact times. He said hopefully something like this could come back in the future. Mr.Bateman said yes, they are trying to

bui d the public transportation program in the community.He agreed it is step one, trying to grow the route, revising the hours of operation etc.

Alderman Hoefle mentioned there is one taxi service in town, he wanted to know if there will be the same level of consideration for them as well. Mr. Bateman said he can only speak for the public transportation company in town. He said the public transportation system is the only group that applied for this.

Treasurer Chuck Conze weighed in on another viable option for the taxi cab company.Alderman Welch said the beauty of the pole is that if they do petition the city for a sign, there is already a location in place. He said there are two unique modes of transportation,the tax and the shuttlebus. He urged the councilto place the item on the regular agenda.

Ordinance IAnnexation of 900 5th Street:

Mr. Wes Woodhall opened discussion about emergency services throughout the city.He talked about reviewing jurisdictional lines in regards to emergency services throughout the city-which emergency personnel would respond to where. He said a few discrepancies came up, including the former French

property, as it was never annexed into the city. He said this is basically to clean up the lines for those purposes.

Alderman Keller asked what other properties the city owns that are not within the city limits.Mr. Woodhall said there might be some farm ground. Alderman Keller did not know if this was unique.Mr. Woodhall said this property hasn't been owned by the city for a really long time, it just never got taken care of with paperwork. Alderwoman Bauer said it was purchased as part of the initial 5th Street Road acquisition.The item will be placed on the agenda.

Ordinance IAdopting Amendment #2 to Appropriation Ordinance FY17/18:

City Treasurer Chuck Conzo opened discussion-about appropriations, he said this one is shorter than ones done in the past. He said unlike a budget which sets a plan of what the city intends to spend, he said appropriations are supposed to be a limit on what the city would spend.

He said city offices have done really well in coming under the appropriated amount and the budgeted amounts as well. He talked about the need to occasionally move money from one line to another. He specifically mentioned health insurance, and brought attention to the TIF Bond Interest and TIF Bond Principal. He talked about the need to move the TIF Bond Interest line to the TIF Bond Principal line. He gave a reminder that the city council will address the new appropriation in July. The item will be placed on the agenda.

Discussion regarding City Ordinanceproviding regulations and restriction of the use of parks within the City of Lincoln:

Alderwoman Bauer opened discussion saying she had met with City Attorney Blinn Bates since the council's last discussion-relating to the ordinance in making this property a park. She said the agreement between the park district and the city is pretty loose, she said it is kind of like a handshake or gentleman's agreement, there is nothing legally binding within the contract language-about the designation of another space as a park-that it would automatically fall under the jurisdiction of the park.

She said at this point she does not see a need to do so (to meet with the park district). She said what it does allow for the council to do moving forward-is allow the city to add a splash pad, large walking trailer, dog park, amphitheater, etc. Then they could have a conversation with the park district at that time. She said by using the whole section, then if they step away from the fitness park area and are into the grass, police can still enforce park hours.

They could do so at that time. That was the nuts and bolts of the city ordinance. She said it does allow the city to control and police.

Alderman Hoefle said going forward if there is a developer who wants to build a house etc., there won't be an issue to move the ordinance back? She clarified saying Attorney Blinn Bates saidif that were to come up, the city could go back and resurvey that particular plot of land and name it the ALMH fitness park or whatever and then it would sit alone.

Resolution Abraham Lincoln Healthcare Foundation install fitness court on realestate owned by the City of Lincoln:

Alderwoman Bauer said in that same discussion with City Attorney Blinn Bates, from the resolution standpoint, the hospital foundation would not get full access to the space.The city will not need to resurvey the area and the language would read something along the lines of ...Abraham Lincoln Healthcare Foundation would install said fitness court on a small portion of the real-estate space .. .

etc. She said this allows the city and police to control the space and establishes that the foundation would not get full rights to the space. The item will be placed on the agenda.

Announcements:

Mayor Goodman asked if anyone had any announcements.

  • Alderwoman Bauer said Relay for Life will be Saturday, June 15, in the new gymnasium at Lincoln College from 1to 11 p.m. Laps will be happening each hour and everything will be specialized.There will be vendors and a silent auction.
  • Alderman Hoefle said Third Street remediation will begin-to address the contamination.
  • Alderwoman Browne asked a question about Deputy Police Chief Matt Vlahovich's pay raise. She wanted to know if this could be added to the voting agenda. She mentioned that he may be a department head and not a regular employee. She wanted to have a conversation about this and she said he took on a lot of responsibility when the new police station was under construction. Alderwoman Bauer asked if it currently reads as three percent. The councilsaid

2.75 percent. Treasurer Chuck Conze clarified which offices were budgeted at 2.75 percent. He said this could be changed. Alderwoman Browne said based on the work he does, and how his shift is laid out etc. Police Chief Paul Adams said when this was budgeted, he assumed it was three percent, as both salaries come out of the same line item. He said he thinks he deserves the extra .25 percent. Alderman Welch said his fear is that if it is done for the Deputy Pol ce Chief,there could be a domino effect. In the grand scheme of things it would be setting a new precedent. He asked, has the assistant not gotten the same amount in the past? Alderwoman Browne said the scope of the work is different. She did not want to disrespect anybody. She asked that it be put on the agenda and voted on. The item will be placed on the agenda.

  • Alderman Welch shared that 3rd Friday's Downtown Lincoln begins on Friday, June 15.
    • Streets Superintendent Walt Landers brought up the citywide cleanup. He met with Area Disposal and hadlearned about their intended cleanup route. Mr. Landers said a lot of people are taking advantage of the cleanup. He said if the crews have been through the area,the teams will not return to pick up any additional items that were added after the crew had swept the area. Alderman Keller asked about construction materials and the need for them to be bundled together. Mr. Landers said it would be best to follow the rules as closely as possible. Alderman Keller asked if there will be another electronics pickup event happening sometime in the near future. Mr. Landers said there has not been any success with finding this out.
    • Alderwoman Bauer wanted to thank everyone for their involvement and participation with Pigs and Swigs. She said organizers are looking for feedback in order to make adjustments moving forward.
  • The June Home of the Month presentation will be held in the coming week.

Executive Session I 2 C2 and 2 C5:

There being no further announcements to come before the council of the City of Lincoln, Alderman Fleshman made the motion to move into Executive Session under 2 C2, collective bargaining and 2 C5, the purchase or lease of real property for the use of public body, seconded by Alderwoman Bauer. City Clerk Peggy Bateman called roll.

The counciladjourned from the Committee of the Whole meeting at 7:41 p.m.in order to enter Executive Session. Mayor Goodman established there would not be any further business once the council reconvened following Executive Session.
