The Regular Meeting of the City Council of Lincoln was called to order by Mayor Seth Goodman at 7

p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Public Comment:

A.  Dolan Dalpoas IPurposed YMCA on campus of Abraham Lincoln Memorial Hospital

Mr. Dolan Dalpoas, President and CEO of ALMH came forward, he is also on the Board of Directors for the YCMA. He wanted to talk about partnerships and collaborative work that's been taking place over the past several years to bring a new YMCA to Lincoln and Logan County.

The presentation was assembled by fwai architects inc.of Springfield, Ill. In 2011, the new ALMH hospital was opened, he said since then, they've grown, added staff, and have been recognized nationally. He said more can be accomplished.He mentioned that their mission requires bold action. It would be in the form of an 80,000 square foot facility. The new YMCA would be an investment in health

and the communities of Logan County. He then invited Paul Wheeler to come forward, he is the lead architect. He referred to the PowerPoint presentation as the initial site plan.

Mr. Wheeler then spoke over the various slides, and outlined what the council was seeing on the television. There would be a physical therapy clinic, daycare, swimming pool, and cafe on site. There would also be studios of aerobics and cycling. He said there would be an upper level with a track, circling the gymnasium. He then asked if there were any questions.

Mr. Dalpoas then returned to the mic, the clerk asked if the daycare was for employees only-it would be a community daycare. He said there would be a lot of stuff to do. They would still need community participation, groundbreaking could be summer or fall 2019. They could be in operation in late 2020. Following an 18 month construction season.

Alderman Keller asked about communication or meetings with the park district. Mr. Dalpoas said the only reason the YMCA exists is to improve health in the community. He said they value health and partnerships. He then gave examples of how the hospital has been doing that. He said ALMH has been very transparent with the area groups and fitness centers.

Alderman Parrott asked how receptive the park district was. He said everyone they've talked to has been supportive. Alderman Fleshman asked if it was too early to determine what will happen to the YMCA building on the square. Mr. Keller then asked about the costs, per average user. Memberships etc. have yet to be determined. He said it is the hospital's intent be able to be used by as many people as possible. He said the project will put the YMCA in a position to be more committed to scholarships, so people who are less fortunate can use the facility.

In future, the group may want to return to discuss Stahlhut Drive, and access. Mrs. Wanda Lee Rohlfs asked if there are other facilities similar to this in the state. He then gave examples of what is taking place in Bloomington and Springfield. He said it is not uncommon for hospitals to enter into these types of agreements in order to help make people healthy.

B. Eldon and Martha Lessen of 1110 Pekin St.to discuss sewer issues at their home

Mr. and Mrs. Eldon Lessen came forward to talk about a sewer repair on Pekin St. in 2018. Mr. Lessen said the main sewer lines under the street were troublesome. He said the breaking of the street and the sewer line responsibility should not fall under the property owner. He said if they were only to pay for the work done on their property, they would owe, $1,600, however, they had decided they could cover half the bill, if the city were to pay the other half.

Mr. Shawn Wright said it was brought to his attention, and that he requested photos. He said it's the old hammer tap that was broken.

There was then issue and debate over the city specs. Mr. Lessen said he did not feel the main was their responsibility. Mr. Wright said lateral still had to be replaced etc. Mr. Lessen said at the time it was installed, however, 100 years ago, it was done properly at that time-and the city main cracked . . . [he trailed off]. Mr. Lessen said there was nothing in the ordinance about repairing the city main. He said all he is asking for, is that the city take responsibility for repairing the main that was cracked. Mrs. Lessen said she failed to see how so much could be dumped on the property owner.

Alderwoman Browne wanted to look into this a little bit more. He said they repaired the street to today's code. Mrs. Lessen said they were not really given an option. They had to dig up the street and were told they had to pay for everything, and the street needed to be returned to a drivable condition. the company was D&D Water and Sewer. The main was cracked and needed to be replaced. Mr. Wright said if they look at the images, they might be able to see what he is trying to explain.

Mr. Lessen said he did not think it was fairto say it was due to the hammer tap.Mrs. Lessen said there was no need to place blame. Alderman Welch said he did not think the problemwould be solved tonight, during the council meeting-he suggested waiting and getting council members brought up to speed. They wanted to come to a resolution outside the meeting. Mr. Dalpoas wanted to learn more as well.

Alderwoman Bauer was concerned about the messaging too, she thinks there needs to be a consistent response. Mrs. Lessen said with the sewer line there was no indication the sewer line was ancient.

Mr. Wright said some communities require that sewer lines and mains get inspected. He said it is not in place today, but could be put in place down the road. Alderman Fleshman wanted City Attorney Hoblit to check the street rate code. Mr. Lessen said hejust wanted the main that was fixed as part of the proposal. Mrs. Lessen wanted to know who Mr. Wright spoke to. He explained who he had spoken with. Mayor Goodman said Mrs. Browne or Mr. Dalpoas would be in touch.

Mayor Goodman called upon citizens registered to speak, there being none, he moved to the Consent Agenda.

Alderwoman Bauer made a motion to approve, seconded by Alderman Dalpoas. She said Mr. Hoefle joined the commission after the ordinance was brought to their attention. She said this is cleaning up the language, from ordinances approved in past. She said in voting yes, she is voting to clean up the language to the ordinance they already discussed. Reports:

A.  City Treasurer Report for January,2019

Treasurer Conzo said the city is in real good shape and he did not see any problems. Last month some stocks took a hit from December, but they are bouncing back. Current figures are better than in the December report.

He said there are some good increases in terms of liability, through the October month of liability.He specifically mentioned the Comparative Municipal Sales Tax/State Use Tax. He also mentioned the Non-Home Rule Sales Tax, and income tax. He said the city finished with about $78,000 more than last year from this revenue stream. He said this is the statewide total divided by the population, figures from the 201O census.He said it was larger this year than it has been in past years. He then moved on to the Motor Fuel Tax. He said it's up considerably from 2013, 2014, 2015--<turing the previous presidents' administration. He said there is more availability of oil, the price has gone down, but the tax has been the same.

Alderman Welch asked if Mr. Conzo had done any preliminary research on what the new minimum wage law would do to the city. Mr. Conzo said that was a budget question, he was not sure what it could do specifically. Mr. Welch wanted to know how it could impact the city, and city employees-what it would do to salaries and payroll. Mr. Treasurer said it would result in an increase, but there are few employees who are paid minimum wage, and he mentioned that the law will be phased in over six years. He said it could impact summer help, because these workers are paid less. But he did not see it as having a significant impact.

Mayor Goodman called for further discussion, there being none, the council moved down to other items on the agenda.

B.  City Treasurer Annual Report for F.Y.2018-2019

Mr. Conzo then moved onto the annual report. He said it's usually received much earlier than this, but the audit was delayed because of a software conversion. He said the report is done on a cash basis, it lists every source of revenue, classified by the type of revenue. It comes to about $22,387,000-plus.

He then touched on the expenditure summary-including pension payments, saying compensation is going to go up over the years, same thing with pension payments. Other expenditures were listed by whoever the payment recipient was, i.e. Ameren Illinois. He said utilities are a big expense for the city, he mentioned the new fire engine, building expenses, and new construction and bonds at State Bank of Lincoln. He said that's always the case (bond payments). He said he listed everything. The information will be in Thursday's Courier. The city was well under the amount of revenue, and some revenue streams came in higher than previously thought.

The General Revenue Fund also includes the Capital Projects Fund. Those are the bonds that have been repaid. He also touched on the sewer system, the trust, debt service, etc. The numbers had been verified with the auditors. There being no further questions, Mayor Goodman moved to the city clerk's report.

C.  City Clerks Report for January,2019

City Clerk Bateman shared her report. Sewer collection for the month of January was: $358,571.81, and $45, 153.58 for January came from the State of Illinois for the two prisons.

And $1,426,95 was paid to Area Disposal, while $123.60 was kept by the city, for the city's portion. Alderman Fleshman wanted to add to the report, regarding the CMT deadline.

A.  Approval of request from ALMH to permit land use Authorization for the use of a portion of State owned property adjoi ning Hickox Drive for an extension of the Wellness Trail

Alderwoman Bauer made a motion to approve, seconded by Alderman Keller. Mr. Fleshman wanted to know if the amount was for overseeing the construction project, as well. It was according to Mr. Walt Landers. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.

Alderman Welch made a motion to hire Mr. Stewart and Mr. Walters to negotiate on behalf of the city as labor attorneys. Alderman Keller seconded the motion. City Clerk Bateman called roll.

    • A basketball tournament is all over town this weekend, Sat. and Sun. At all district schools. There will be a lot of people in town.
    • There is a breakfast on Saturday at the Lincoln Christian Church, 6 a.m. to 1 p.m. Tickets are available at the door.
    • Norm with Veolia came forward, talking about ammonia discharge.
