The Regular Meeting of the City Council of Lincoln was called to order by Mayor Seth Goodman at 7:01 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Present:

Moment of Silence:

The meeting began with a moment of silence in recognition of the passing of local historian, author, and humble public servant, Mr. Paul Beaver. The Pledge of Allegiance followed.

Public Comment:

Mayor Goodman called upon citizens registered to speak, there being none, he moved to the Consent Agenda.

B. Approval of minutes February 19, 2019 Regular City Council Meeting, February 26, 2019 Committee Of The Whole Meeting

Alderman Keller made a motion to approve, seconded by Alderman Welch. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.

Yeas: (7) Alderman Steve Parrott, Alderman Tracy Welch, Alderman Ron Fleshman, Alderwoman Michelle Bauer, Alderman Ron Keller, Alderman Jeff Hoinacki, Alderman Dayne Dalpoas

Nays: None

Absent: (1) Alderwoman Heidi Browne

Mayor Goodman moved to other items on the agenda.

New Business/Communications:

  1. Request from the Lincoln BBQ Committee to permit the closing of various streets from Thursday, May 30, 2019 at 4 p.m. through Sunday, June 2,2019 at 6 p.m. for the Lincoln Pigs & Swigs Festival

Alderman Hoinacki made a motion to approve, seconded by Alderman Dalpoas. Alderwoman Bauer made comment about the 6 p.m. timeframe, however, over the past several years, during teardown, the group still occupied the space through noon on the Sunday after the event.

Mr. Chris Graue talked about leaving Broadway Street open Thursday evening, he did not have a problem with this, however, the comer across from the old Heartland Community College, plus the area that butts up to the courthouse-would need to be closed, in order to setup for Dock DogsĀ®. Streets Superintendent Walt Landers did not see any issue with this. Mr. Landers just said that the city would need to close down the eastbound street . .. Mr. Graue continued saying from the crosswalk to the comer, from Thursday, all night into the weekend would-that particular area would need to be closed. He said shop owners do not want to lose their traffic during the nighttime hours on Thursday night. .

Alderman Keller thanked him for making accommodations to keep the street open. He said Sorrento's appreciated that the group was open to taking their business into consideration Mayor Goodman called for further discussion, with the council in agreement, about the considerations for downtown business owners, City Clerk Bateman called roll.

Mayor Goodman moved to other items on the agenda.

B. Approval of payment to By Design Landscaping/Jason Mauhar for landscaping at the new Lincoln Police Station garage in an amount not to exceed $17,650

Alderwoman Bauer made a motion to approve, seconded by Alderman Welch. Alderman Parrott asked who would be responsible for the upkeep. Maybe once a year, someone would need to clean up the

shrubs, according to Police Chief Paul Adams. He said it should be very low maintenance. He said there would be more problems with the shrubs in front, vs. the back, City Administrator Elizabeth Kavelman asked Chief Adams if this would be the last of the work needed on the property. Chief Adams said it should be the last. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.
