SPECIAL CITY COUNCIL MEETING

A special meeting of the City Council of Lincoln was called to order by Mayor Seth Goodman at 8 p.m., with proper notice given. The hearing was held in regards to the Fiscal Year 2019-2020 Budget. Roll call was taken by City Clerk Peggy Bateman.

Public Participation:

Mr. and Mrs. Lessen came forward to share their continued concern relating to the condition of the city's sewer lines and mains. He wanted to know if there were any regular inspection of the mains, if they were ever inspected. Alderman Fleshman shared there are manhole and water sewer main inspections on an annual basis, a percentage of them are inspected yearly. Mr. Lessen wanted to know if a crack was discovered, how it would be found, and what happens from there. He said if he did an inspection on his lateral, a crack might not be found, so what would happen if there was a crack on the main. Mr. Fleshman thought a crack could not be detected through a video of the main, it would have to physically be dug up and found that way.

Mayor Goodman called upon representatives from Veolia. Mr. Shawn Wright stood up in the back and commented. Mr. Lessen repeated his question for him. There are regular inspections, so many each year. He said if there is a crack all the way through that it would show up on the camera, then it would be fixed. Mr. Lessen said there is no emergency plan in place so if one breaks, it's all done on a timely basis.

Mr. Fleshman said that is not true, there is a sewer lining project that was performed last year, and more is earmarked for projects next year. He said there are sewers being replaced. Mr. Lessen asked how many laterals are dug up each year. He said there has to be some kind of record of it. Mr. Wright said the city does not dig up lateral . . . there would have to be a work order, a request needed to be put in.

Mr. Lessen wanted to know who interprets city policy and who was responsible. Mr. Dalpoas asked him to repeat the question. Mr. Lessen said it's not clear who is responsible for the city mains. Mrs. Lessen explained it in a different way.

Alderman Welch said the city attorney is typically the person who drafts them, however, everything is open to interpretation,which is why they run things through a lawyer. Mrs. Lessen said no one seems to understand what's happening. Mr. Welch said he was confused because when they met previously, the policy was shared, and that everyone in the meeting would agreed that it was not handled well. They did not feel that they had received an answer and things are getting drug out. Mr. Welch said he thought they had cleared up a lot of confusion at one of their meetings a few weeks ago, he said they handed out the packet of information from Veolia. He said he thought those in the meeting would agree that it was not handled well and that it should not have taken six months to get answers.

Mr. Lessen said he did not believe they received an answer. Mr. Welch said the next meeting was tomorrow at 5 p.m.,to clear up any additional questions. He said he did not personally feel that they have left the Lassen's high and dry. He would continue to work with them after the new council comes in. He said he'd be glad to bring in the city attorney, the mayor or whoever needed to help with it.

Mrs. Lessen said they did not want this happening to someone else, so someone else does not have the face this same thing in future. Mr. Welch said it is city government and some things do not move swiftly. Mr. Welch said they are being heard.

Alderman Parrott made the motion, seconded by Alderman Dalpoas. City Clerk Peggy Bateman called roll.

Ordinance and Resolution:

Resolution adopting a Working Budget for F.Y. 2019-2020

Alderwoman Bauer made the motion, Alderman Welch seconded it. City Administrator Elizabeth Kavelman shared that she just received her usemame for the budget software on Monday, April 22. She said she did not get to participate as much as she had wanted to. Mrs. Wanda Lee Rohlf s asked a question, [inaudible]. Treasurer Chuck Conzo answered the question about breakdowns. He said the city is in compliance with the state statute. He said it does list the sources, they are put together in the document.

Mayor Goodman called on City Clerk Peggy Bateman to take the roll. Yeas: (7)

Adjournment:

Alderman Keller motioned to adjourn, seconded by Alderman Dalpoas. There being no discussion to come before the City Council of Lincoln, Mayor Goodman called the special meeting to a close at 8:12 p.m.
