Fifth Street Road Project

The City of Lincoln, State of Illinois, and County of Logan have partnered to redevelop Fifth Street Road west of Lincoln Parkway (Old Route 66) to the Interstate overpass. Not only will this improve the roadway itself, but was to correct water drainage along the roadway itself from neighboring developments.

City Council Committee's Meeting

January 12, 2010

Minutes of a regular City Council Committees' Meeting held in the Council Chambers of City Hall, Lincoln, Illinois,on Tuesday, January 12, 2010.

Mayor Snyder called the regular City Council Committees' Meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, Alderman Turner and Alderman Wilmert) and none absent.   Also present were Mayor Snyder and City Clerk Mrs. Martinek.

Finance, Policy and Procedure:

Chairman Alderman Anderson said they would have the following budget workshops:

March 6           8:00 a.m. to 12:00 p.m.

March 20         8:00 a.m. to 12:00 p.m.

Fire/Water & ESDA:

Chairman Alderman Horn said Fire Chief Hulett had something.

Fire Chief Hulett said that one of the firetrucks had sustained damage in a hit and run accident. The cost is approximately $2,000.00 and the damage is covered under the city's insurance.  

Grounds, Buildings & Local Improvements:

There was nothing to come before the City Council.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said EMC will pay $1,500.00 from an error in switching the utility service. Ameren paid the City back $6,000.00 of the $7,500.00 that was paid to them. EMC's payment EMC had switched the utility to Mid American Energy.

Police:

Chairman Alderman Hoinacki said he did not have a report.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust did not have a report.

Streets and Alleys:

Chairman Alderman Turner said the question of the need for a traffic light at Fifth and College. The work that was outlined was to be done during the summer this year. The City Council would need to pass a Resolution that commit the city to help bear the cost of the resurfacing parking lanes on both roads and to pay a portion of the new traffic signal.

This was done at the request of former Ward 2 - Alderman Prather. The state determined the light was warranted.

Streets and Alleys continued:

Alderman Horn and Alderman Wilmert wanted to get the public opinion about the new light.

Ordinance and Zoning:

An update on the “fast track demolition” projects was given. The two locations were 417 N. Madison and 718 S. College Street. Asbestos was tested for on both properties at $700.00 each and both properties have asbestos. The asbestos will have to be removed professionally. The city will only be able to financially handle one property in this fiscal year.

Sanitation:

Chairman Alderman Wilmert did not have a report.

Insurance:

Chairman Alderman Bacon did not have a report.

The voting session is on Tuesday instead of Monday due to the Martin Luther King Holiday.

Finance Committee Meeting

April 22, 2010

The City of Lincoln Finance Committee met in the Council Chambers on Thursday, April 22, 2010.

Those present from the Finance Committee were Chairman Alderman Anderson, Vice Chairman Alderman Horn, Alderman Busby, Alderman Neitzel, and Alderman Tibbs. Also present were Alderman Armbrust, Alderman Bacon, and Alderman Hoinacki. Department Heads present were Street Superintendent Mr. Jackson, Fire Chief Hulett, City Engineer Mr. Mathon, and City Safety and Building Officer Mr. Lebegue. Also present were Mayor Snyder, City Treasurer Mr. Plotner, and Recording Secretary Mrs. Riggs.

There were five Finance Committee members present (Alderman Anderson, Alderman Busby, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), and none absent.

Finance Committee Chairman Alderman Anderson called the meeting to order at 5:05 p.m. The purpose of the meeting was to discuss fiscal year 2010/2011 budget.

Alderman Anderson gave a recap of Saturday, April 17, 2010 the city was roughly $625,000.00 short. Some cuts were made and some errors have been discovered since then. Adjust as of today $439,275.00. It is a general fund expenditure including the transfers of $7,166,475.00 with projected revenue of $6,727,200.00. She said Mr. Plotner had had some meetings with Mr. Heid (who does the G.O. Bond), Mr. Jackson and Mr. Mathon have been diligently working and made some changes in the fire department budget due to some miscalculations in salaries and it actually went up a little.

Fire Chief Hulett said they had gotten a grant for the exhaust system for $39,506.00. The city's portion is 5% or $2,700.00. It was not in the budget.

Mr. Plotner said they could put that in the G.O. Bond. That money will not be available until December or January. He told Mr. Heid that the Aldermen were the ones who decide to do the G.O. Bond and this has to be capital expense or capital projects. There are items that could be moved over to the G.O. Bond but you can't spend it until you receive it. He strongly recommended doing the G.O. Bond.

Alderman Anderson said they had to find $246,275.00. Mr. Jackson said he and Mr. Mathon could help out with $107,500.00.

Mr. Mathon said there are some additional expenses that are paid out of general fund lines in lighting and in street and alley that are eligible to be paid by Motor Fuel Tax (MFT). They are:

02-10-06 6430 down to $60,000.00 pay from MFT (new line)

02-36-06 5116 down to $47,500.00 pay from MFT (new line)

Alderman Anderson said that leaves $138,775.00.

Mr. Mathon said public benefits 26-00-08 7872 to -0-

Alderman Anderson said they would adjust the shortage from $20,000.00 down to -0- which brings the total down to $118,775.00.

Mr. Jackson said he needed to add $500.00 in medical line item 8650 and it was moved up to $1,700.00. He said 5206 radios he could bring it down to $1,000.00.

Alderman Anderson said it was down to $118,975.00.

Alderman Busby asked if 5214 could be cut to $30,000.00. Mr. Jackson said he could do that. Schools and conferences (8420) was changed from $17,000.00 to $10,000.00. Alderman Anderson said they could move 8420 down to $5,000.00 (8420). Alderman Anderson said they have $83,975.00 to go.

Mayor Snyder and Alderman Anderson met with the Street Department. They got good feedback with regards to moving forward with saving funds. If there were changes in the health insurance plan it would eliminate the $83,975.00 left.

Alderman Bacon said if the city wanted they could get figures for going to $1,000.00 deductible versus $500.00.

Mayor Snyder said they had talked about furlough days (7) to get to $80,000.00. Alderman Anderson said if were given $85.00 a month contributing for their insurance that would be a difference. Mayor Snyder said they had also discussed foregoing raises.

Early retirement was talked about and there are five people eligible.

Alderman Hoinacki said they should move ahead with the insurance and the hotel/motel tax.

Alderman Neitzel moved to adjourn and Alderman Horn seconded it. There were five yeas (Alderman Anderson, Alderman Busby, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays and none absent; motion carried.

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, May 14, 2013.

Those present were Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, Fire Chief Miller, American Water/EMC Mgr. Mr. Ferguson, and Police Chief Greenslate. Also present were City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

Presentation of gifts for the Arbor Day Poster winners:

Mr. Jackson said he would like that on the agenda for Monday, May 20, 2013.

Residents of S. Kickapoo St. re: high speed traffic:

Ms. Lisa Quisenberry spoke about her vehicle being hit again and totaled and the Mayor promised striping and signs and nothing has been done. Mr. Forgy said they have been talking about rumble strips and felt there were concerns about putting speed bumps or caution signs. There was discussion about options. Mayor Pro Tem Anderson said they would get back to Ms. Quisenberry with the decision of what will be done.

Review of Public Works Director Job Description and Ordinance:

Mayor Pro Tem Anderson said the Aldermen had at their desk information to review and will talk about it again.

Draft IGA with State of Illinois for Local Debt Recovery Program:

Ms. McLaughlin said there were just some forms to be filled out. Alderman Carmitchel said to put it on the agenda.

Draft Ordinance creating Special Use Permit in City of Lincoln's Zoning Code:

Mr. Lebegue said he handed out a memo to the Aldermen. This is for a drive through window at any business which would be language for standards and specifications to be put in place. If the City Council would approve this it would have to go to the Zoning Board of Appeals.

Ms. McLaughlin thought it needed to be done. This is just advisory.

Draft Ordinance creating Special Use Permit in City of Lincoln's Zoning Code continued

Mr. Carmitchel asked what they were afraid of. If there are questions you can ask Mr. Lebegue.

Mr. Lebegue said they are also looking at some language to take care of a dead trees on private property which would be a nuisance. There is no language currently in the zoning code.

Draft Fast Track Demolition of 908 Decatur St.:

Mr. Lebegue said this is another house that needs to be demolished. There are critters living there. Looking at taking down the first week of June. It will go on the Consent Agenda.

Vacation of a portion of 16th Street between N. Jackson St. & North Adams St.:

Mr. Forgy said there was a request from a homeowner and saw no reason that it would ever become a paved street. He saw no issue with this.

Ms. McLaughlin said she knew they had talked about vacating right of way. She felt they should charge for the land value. Something for the next one and not necessarily this.

Mayor Pro Tem Anderson said the city should be compensated and not necessarily this one. Mr. Forgy said there would be an Ordinance that Mr. Blinn Bates would draft. It will be on New Business on the agenda.

Agreement with Prairie Engineers for Sewer inventory: Agreement with Prairie Engineers for Sidewalk inventory:

Mayor Pro Tem Anderson said these are in the budget and could be talked together. Mr. Forgy said they would hire interns for the summer and they would do the work. They will then be able to prioritize. This will be put on the Consent Agenda.

Lincoln-Logan County Tourism Bureau expectations:

Mayor Pro Tem Anderson said these were prepared and should be shared with the Tourism Bureau. Alderman Carmitchel said he thought those were what he was thinking of.

Ordinance Amending and Establishing fees:

Ms. McLaughlin said these were some that were talked about during budget time. There would be fees for plats and bond amounts to bring them into line. This will be on the Agenda.

Ordinance Amending the Fine and Penalty language for City ordinances:

Ms. McLaughlin said they are just bringing these up to code.

Mr. Jackson reminded everyone of planting the tree for Arbor Day tomorrow in Shay Park.

The meeting adjourned to Executive Session at 7:36 p.m.

The meeting returned to regular Session at 8:45 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and one absent(Alderman Wilmert). Department Head Submittals:

Police Chief Greenslate – Replacement Hire

            Police Chief Greenslate said a memo was attached includes costs of lateral and new hire lists. Alderman Hoinacki asked to have on the agenda.

-        Tobacco License Fee/Fines

            Police Chief Greenslate asked if the City Council would be in favor of a tobacco license fee and fines. He is still working on this. Way to keep track who is selling and buying. State charges $250.00 for tobacco and Police Chief Greenslate did not feel it was a bad thing to charge and a way for control.

Alderman Wilmert was not in favor. Alderman Hoinacki was in favor. Alderman Neitzel asked how many establishments sell. Police Chief Greenslate said there are 15 establishments. Police Chief Greenslate said he felt that Officer Butterfield had been doing the checks and there was only one violation. Police Chief Greenslate wanted to license retailers so they had a way to enforce. Alderman Carmitchel would consider when he sees the attachment. Police Chief Greenslate said some businesses require more work for the police department. Alderman Anderson said from a standpoint of fees and fines we are a tax capped community and can't take in enough money from taxes and she didn't know if she was in favor or not without enough information. Alderman O'Donohue agreed with Alderman Anderson and they have to make a decision what to do and wants to see the proposal.

Alderman Horn said nobody is forcing anyone to sell.

Police Chief Greenslate gave a report and thanked his officers with assistance of the hummers with the weather we had this weekend.

Superintendent Jackson – Snowplowing

            Mr. Jackson said his office received quite a few calls. There were three trucks that got stuck. The leaf springs broke on one truck. They are down three trucks with them being broken.   The guys did a heck of a job. The street department loaded all the snow downtown and took it out.

Alderman Carmitchel thought the street department did a good job.

-        Arbor Day Proclamation          

            Mr. Jackson said April 17 will be Arbor Day this year. It will be at Shay Parking lot to replace a tree that has been removed. It will be on the agenda.

Public Participation:

There was no Public Participation.

Mayor Snyder asked for the Items for Discussion:

Sewer Billing Ordinance – Alderman Anderson said the last shut off notice will go out and there will be no more billings going out and the $25.00 penalty will stop. City Clerk Mrs. Gehlbach went over the packet that was handed out on March 11. They wanted to change the water shut off from ninety (90) days to sixty (60) days. They wanted to make the change at the same time as the fiscal year and with the billing change. It was decided to put on the agenda the change in billing from three times per year to four times per year.   City Administrator Ms. McLaughlin said the sewer should be billing by consumption. Alderman Anderson said it would be something they could look at. City Clerk Mrs. Gehlbach said the new software would be able to handle the billing by consumption.

Scout Sweep

Saturday, April 13, 2013 10:00 to noon and it was put on the Consent Agenda for Monday night.

Realignment of Council Committees

Mayor Snyder said he had in their packet for the changes. The City has gone with the City as a whole system.

Ms. McLaughlin said they could have committee meetings instead of committee as whole. Everyone gets the information at the same time. Fifth Monday or Tuesday and have a big discussion. Her recommendation was to adopt Committee as Whole system without sub-committees. Alderman Anderson wondered how things work with things that are going on. Mr. Jackson said they would still have to have a designated Forest Committee for Tree City USA. Alderman O'Donohue gave his thoughts. Alderman Anderson was concerned about not having representation at Economic Development, Main Street, etc. Mayor Snyder said they would look to see what it would take to operate. Alderman Tibbs thought that they should have reports from Economic Development, Main Street, etc.

Alderman Tibbs does not like the agenda thing that they are doing now. Give each chairman a chance to tell what is going on.

Central Business TIF District

Ms. McLaughlin handed a thick packet of information on the TIF districts. You can either do a Facade or a Redevelopment/New Development. There was a three page handout. Can find TIF's in other communities. There are prevailing wage issues. The Committee will consist of Alderman Carmitchel, Alderman Horn, and Alderman O'Donohue.

2013 Citywide Cleanup

Mayor Snyder said the City will be having one. Working with Area Disposal again. Saturday, April 27, 2013 and May 4, 2013. They will also have an electronic recycling that day. The cost is about $12,000.00.

Eaton Grant – Electric Car Charging Station

Mayor Snyder said it is just informational. Eaton manufactures the car charging stations. Trying to get one downtown and one out on the West side. There is a grant to get them.

Citywide IT Server

Alderman Wilmert said there has been a quote from WTI which is in the packet of information that was handed out.

Tourism

Mayor Snyder said Alderman O'Donohue went to the Tourism Bureau committee meeting.

Alderman O'Donohue said there was no discussion about taking the money from Tourism through the hotel/motel tax. The Tourism Bureau wants a guarantee that the City will not take their money May 1. There was a memo Ms. McLaughlin had in a packet for the Aldermen.

Alderman O'Donohue said the City Council got a budget from Tourism and a strategic plan and by-laws. Members of the Tourism board will be present at the April 9, 2013 meeting. Alderman O'Donohue said he is the ex-oficio on the Tourism board.

Alderman Tibbs discussed the tourism. She thought Mr. Ladd was doing a fine job.

Mayor Snyder said the Tourism bureau were the ones that called a special meeting. It has always been, going to talk about the hotel/motel tax.

Other Items:

Mr. Forgy said tomorrow night informational meeting for the downtown revitalization meeting.

Historical preservation committee meeting. Alderman O'Donohue said he read the ordinance and said he was ready to put it on the agenda.

Mayor Snyder said to put things on the committee as a whole meeting then they can get it on the agenda.

Mr. Forgy said they are discussing the Main Street Lincoln 5K petition.

Open Arms 5K run petition.

Town wide garage sale petition.

Alderman Tibbs said the grounds and buildings has a new furnace in the building.

Alderman Tibbs also discussed that she did not like the new agenda.

Those present from the Finance Committee were Chairman Alderman Anderson, Vice Chairman Alderman Horn, Alderman Busby, Alderman Neitzel, and Alderman Tibbs. Also present were Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, and Alderman Wilmert. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Martinek), and Recording Secretary Mrs. Riggs.

There were five Finance Committee members present (Alderman Anderson, Alderman Busby, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), and none absent.

Finance Committee Chairman Alderman Anderson called the meeting to order at 8:07 a.m. The purpose of the meeting was to discuss fiscal year 2010/2011 budget.

ESDA 12-00-06

Mr. Dan Fulscher went over the contract and said they proposed a 7 year contract. They were looking for a 5% increase. Mr. Fulscher left at 8:23 a.m.

There was discussion about not being able to find things in the budget.

There was $6,000.00 for equipment, $155,861.53 for dispatch (police), $13,104.00 for the New World integrated system.

Alderman Anderson said that Mrs. Martinek was copying something for the budget.

Alderman Anderson explained that they had a shortfall of $624,000.00 with $1M for this fiscal year. Mr. Plotner said the biggest shortfall is the income tax and the municipal sales tax is down $87,000.00. The G.O. Bond is up in December.

Sewer Treatment Plant

Alderman Busby gave the following numbers:

7850 $20,150.00, $35,000.00 and $6,000.00 Alderman Anderson said it was $211,000.00

7860 $35,000.00 which gives a total of $247,500.00. Alderman Anderson said with the figures Alderman Busby had just given that it should be $246,000.00.

Alderman Busby 50-72-05 $326,100.00 and Alderman Anderson said they budgeted $15,000.00 more. Alderman Busby said Mrs. Martinek had paid ahead of time.

The sewer has half of the engineering fee. The street light has the engineering fees of $74,800.00

There was a discussion about the insurance deductibles (lack of).

Alderman Busby said grand total is $3,415,113.00

Alderman Anderson told Mrs. Martinek to check into $250.00 or $500.00 deductibles for the insurance. Alderman Anderson also asked Mrs. Martinek to check out the building deductibles.

Alderman Anderson said take $25,000.00 out of Economic Development. Mayor Snyder said they could go to the unions and ask them to not take their raises next year and it would save $92,000.00 to $93,000.00. Alderman Anderson said she was not in favor of the unions getting a raise and the department heads not getting raises.

Mayor Snyder thought that the tourist related things which includes Balloon Fest, Railsplitter, Christmas Parade there is a tax the City can levy for a hotel/motel tax. If levy for 1% can only use for tourism purposes and that would give them $24,000.00
