5th Street Road Project
The City of Lincoln, State of Illinois, and County of Logan have partnered to redevelop Fifth Street Road west of Lincoln Parkway (Old Route 66) to the Interstate overpass. Not only will this improve the roadway itself, but was to correct water drainage along the roadway itself from neighboring developments.
Information
The Fifth Street Road project will be getting underway in the very near future. This project consists of improvements along Fifth Street Road that include new pavement, curb and gutter, storm sewer, culverts and entrances along with other incidental items. These improvements will take place between Lincoln Parkway and Interstate 55; totaling 1.63 miles.
A bid letting took place on January 16, 2026. Three bids were submitted ranging from $8,590,596.90 to $10,436,400.00. The project was awarded to the low bidder, Kinney Contractors. There is a mixture of funds that will pay for this project including Federal, State and County funds. The City of Lincoln’s portion is estimated at $7,500,000.00; the city will utilize General Obligation Bonds to pay its portion.
Work will begin on the retention basin located at the French property. Ameren and Illinois American Water will relocate their respective mains. When that work is completed, they will move west and install culverts needed from the west entrance of Westminster to Interstate 55, then begin working on pavement removal, widening and reconstructing the road. Ideally, the west part of the project will be complete by the end of this construction season. There will be some road closures and delays during this work and contractors will do their best to limit shutting the road down completely for long periods of time. After that, they will begin storm sewer work going east from Westminster. That work will continue until completion unless the weather doesn’t allow for work to continue. Spring of 2027, they will continue storm sewer work, then start pavement removal, then construction of the new road with mountable/drive over curb. During this work, at times traffic will be one way. During the rebuilding of the railroad crossing, the road will be closed completely. As with any project, everything is subject to change.
